Indiana Department of Homeland Security leader named Carmel fire chief

Indiana Department of Homeland Security Director Joel Thacker was named the next Carmel chief of police.

CARMEL, Ind. — The leader of the Indiana Department of Homeland Security is stepping down for a new position.

Joel Thacker will join the City of Carmel as fire chief effective Sept. 3, Mayor Sue Finkam announced Monday, Aug. 12.

Thacker was appointed as executive director of the Indiana Department of Homeland Security in 2022 by Gov. Eric Holcomb. He previously served as fire chief of the Plainfield Fire Territory, state fire marshal and director of Indiana's fire and building safety division.

"Joel has been repeatedly called upon at both local and state levels for his leadership and knowledge in public safety," Finkam said in a statement. "I am thrilled to have his expertise focused on our community, leading an impressive team that is committed to the safety of our residents, businesses and visitors."

Thacker's career in public safety positions began as a volunteer firefighter and EMT in Johnson County.

"Preparedness is crucial for the success of Hoosier families, communities and the state, and I look forward to advancing training, while supporting all partners in ensuring the safety of the Carmel community," Thacker said.

A licensed paramedic, Thacker has a bachelor's degree in business administration from Indiana Wesleyan University and a master's degree in criminal justice and public safety from Indiana University.

"On behalf of the State of Indiana, I want to thank Joel for his years of service to Hoosier taxpayers," Holcomb said. "I am personally grateful for his commitment to public safety and constant collaboration with the Cabinet. The City of Carmel and Mayor Finkam are fortunate to have him."

A public swearing-in ceremony for Thacker will be announced at a later date.
