Through changes enacted by the Legislature, Indiana's assessing system has moved to "Market Value in Use." A critical part of this process is the annual adjustments of assessments, also known as trending, which began in 2006. This process will keep assessments in line with the sales data of your neighborhood. The County Assessor has a statutory responsibility to conduct a statistical analysis of the Township Assessor's calculations. If these numbers do not reflect the market value, the County Assessor is required to implement procedures to remedy any discrepancies. It is critical that this be performed accurately (by an experienced professional) to ensure assessments reflect the current market value of the property. If the assessor's office is not properly managed, and assessed values are not accurate, it could be detrimental to both taxpayers and the public agencies that rely upon property tax revenue. With an accurate analysis of this data you, as a Marion County taxpayer, will pay only your fair share of property taxes.
The right to appeal your assessment is a critical tool in the process of fair and accurate assessments. Annual adjustments do not change these rights if you feel your assessment is unfair. The County Assessor acts as the secretary and voting member of the Property Tax Assessment Board of Appeals (PTABOA). The County Assessor employs hearing officers, who oversee the initial phase of an appeal and send written recommendations to the PTABOA. Hearing officers must hold an Indiana Assessor-Appraiser Level II designation. As one of the original five, and the first woman, to obtain this designation, I have the experience needed to guarantee that taxpayers and units of government are well represented.
Biographical information:
I began my assessing career in 1976 with a private appraisal firm. Two years later I accepted a position with the Pike Township Assessor's Office. In January of 2003 I transferred to Warren Township where I currently serve as Chief Deputy Assessor. Education and training have always been a passion of mine. For ten years I was an instructor for the Indiana Assessor's Association, teaching classes to veteran assessors as well as conducting new assessor orientation and training. In 1994 I was appointed the Education Director for this statewide association. I am responsible for the curriculum used to educate over 1200 assessing officials at two conferences each year. The leader in training for assessors and appraisers is the International Association of Assessing Officers, of which I am a member. Over the years, I have successfully completed numerous courses offered by this renowned organization. Tax relief, fairness and equity will be the cornerstones of my approach to managing the Marion County Assessor's Office. I have the right experience and perspective to do the job.
