Body cam video from November police shooting on Indianapolis’ northeast side released

The shooting happened in the 7500 block of Ruskin Place.

INDIANAPOLIS — IMPD is investigating an officer-involved shooting on the northeast side of Indianapolis that left one person dead.

Officials identified the officer involved in that shooting as 8-year veteran Patrol Officer Mitchel Farnsley.  

Police said the shooting happened in the 7500 block of Ruskin Place, near 38th Street and Shadeland Avenue. 

Officers were trying to stop a car with a person wanted on a warrant on multiple offenses involving firearms. IMPD said some of the cases involve the investigation of theft of guns from around Broad Ripple.

Police said the car briefly stopped and then fled to where it finally stopped on Ruskin Place.

The driver and the passenger ran.

According to an IMPD spokesperson, "IMPD officers chased the passenger suspect southbound, the passenger pulled an object from his waistband area, the passenger jumped a fence behind a residence, and at some point, an officer-involved shooting occurred resulting in the passenger suspect being shot."

That passenger was taken to a hospital in very critical condition but later died, police said. The driver was located by officers a short time later.

On Nov. 20, the Marion County Coroner's Office identified the person killed as 31-year-old Leandre Krushaun Houston.

No one else was injured.

"I grabbed my brothers from the windows and everything and my friend, I let him in, and I locked all the doors and kept an eye on it and called my mom and everything," said Grace Neice, who lives nearby.

IMPD said a weapon was located near the scene.

"At this point we don't know if that firearm was fired or not," said IMPD Maj. Seth Ferrell.

Detectives are no longer searching for any suspects, but said they later learned the gun found with Houston was reported stolen a few days prior to this incident.

The officer who fired his gun was placed on administrative leave, standard procedure during an officer-involved shooting investigation.   

The department's internal affairs officers is conducting a separate administrative investigation. The civilian-majority Use of Force Review Board will also hold a hearing after the criminal process is complete.

On Friday, Dec. 29, 2023, IMPD released the critical incident video from the incident. The video features different angles of the incident, including surveillance footage from nearby houses as well as footage from officers' body-worn cameras.

The video begins showing surveillance footage of DeMarqus Whitley and Houston fleeing the car as the police pursuit ended. It then showed Officer Farnsley chasing Houston into the backyard of one of the nearby residences. 

Houston and Officer Farnsley can be seen running off screen in the surveillance video. Later, footage of Officer Farnsley's body-cam is shown. As IMPD previously stated, the body-cam footage was obstructed by a fence, but Officer Farnsley is able to be heard shouting, "Gun! Gun!"

 The video continues, showing body-worn camera footage of first responders attempting live-saving precautions on Houston.

The footage ends showing body-cam footage of officers capturing and arresting Whitley.

IMPD officers have shot suspects 16 times in the last year. At this point, nine of those suspects have died. This has been the 12th officer-involved shooting since Aug. 1.
