There is now a television network devoted to kids under three, including infants.

Babyfirst TV is a 24-hour channel with programming for children ages six months to three years old. Each show uses video and music and encourages parents to interact with their children. Some child advocates say kids up to age two shouldn't watch television at all.

Babyfirst TV is only available by satellite through Direct TV. You'll find it available from cable companies soon.
