MADISON COUNTY, INDIANA, Ind. — A Madison County precinct committeeman has been arrested by Indiana State Police for alleged theft of ballots after an incident earlier this month.

Larry Savage was charged Oct. 28 with felony destroying or misplacing a ballot and misdemeanor theft, according to online court records.

State police said the incident occurred during a public test of the ballot card voting system at the Madison County Government Center on Oct. 3.

During a Voting System Technical Oversight Program (VSTOP) test of election equipment, which police said involved four voting machines and 136 actual candidate ballots marked for testing, officials discovered two ballots were missing after an initial tabulation.

An investigation led to videos of Savage allegedly folding and placing the ballots in his pocket after receiving instructions about the validity of the test ballots, ISP said.

Police executed a search warrant at Savage's home, where they found the missing ballots in his car.

Around 9:30 a.m. Tuesday, Oct. 29, Savage turned himself in at the Madison County Jail after a warrant was issued for his arrest.

"The Indiana State Police will continue to investigate these matter to ensure the integrity of the electoral process," an ISP spokesperson said in a statement.
