CLARK COUNTY, Ind. — The ongoing Indiana State Police investigation into former Clark County Sheriff Jamey Noel expanded again Wednesday to include two more of his family members.
According to court documents released Wednesday, ISP Lt. Jeffrey Hearon, the lead investigator on the case, asked a judge for permission to inspect records at Indiana University where two of Jamey and Misty Noel's children are enrolled. Hearon is seeking tuition, housing and meal plan invoices, book fees, lab fees and all other forms of payment to IU, IU Medical School and all affiliated IU campuses for Josey Noel and Gracy Noel.
WHAS11 News previously reported the investigation uncovered about $5 million in charges made by Jamey and Misty, and daughter Kasey Noel on Utica Township Volunteer Firefighters Association credit cards. Those charges were deemed personal in nature.

Last week, a more detailed breakdown of the charges was provided by Hearon. According to court documents, Jamey spent $162,068.37 on tuition and college-related expenses, while Misty spent $32,421.98.
Jamey ran the UTVFA for years until he was removed by the board in January. This week, current CEO Matt Owen said Jamey still has access to the credit cards and refuses to return them.
According to the new documents, Jamey charged $92,151.95 on a UTVFA American Express card to the university, and Misty charged $378.60. Hearon states all charges were paid for by the UTVFA and he could not locate any evidence of reimbursement by Jamey or Misty.
Jamey, Misty and Kasey Noel face numerous felony charges. They pleaded not guilty.
Josey and Gracy have not been charged.

Hearon stated a $38,291.22 "web-initiated payment" was made on Feb. 8 from the UTVFA American Express account. He said it's not clear if any of the Noels are still using the account, but "it appears charges were made on the American Express card linked to the UTFVA account up to the end of January 2024."
Hearon is also seeking to inspect Venmo and PayPal records for all five Noels from Aug. 1, 2018 through March 17, 2024 "for evidence of the crimes of corrupt business practices, ghost employment, official misconduct, theft and tax evasion."
According to court documents, a review of the American Express account showed Jamey charged $38,291.22, Misty charged $15,368.52 and Kasey charged $810.37 on the card for payments to PayPal. Jamey charged $27,437.14 and Misty charged $15.397.41 from the account to Venmo.
All payments were paid for by the UTVFA and no evidence of reimbursement by the Noels was found.
According to credit card statements in the court documents, Jamey also made another child support payment from the account on Feb. 7 for $2,410.
CASE BACKGROUND
Jamey Noel is facing 25 felony charges, including counts of theft, tax evasion, corrupt business practices, ghost employment and official misconduct. The ISP investigation began in June 2023 following allegations that Noel directed jail staff to work on his personal property and run his personal errands while on county time.
His wife Misty Noel is facing 10 felonies; five counts of theft and five counts of tax evasion.
Kasey Noel is facing nine felonies; five counts of theft and four counts of tax evasion.
All three Noels pleaded not guilty.
According to previous court documents, Hearon found millions of dollars of personal purchases made by all three on Utica Township Volunteer Firefighter Association credit cards. He also stated they failed to disclose income on their taxes over a five-year span.
Jamey ran UTVFA until January when he was ousted by the board.
The investigation also uncovered Jamey fathered a child with former Clark County Councilwoman Brittney Ferree and made child support payments with UTVFA funds.
Jamey Noel's vast automobile collection has been under scrutiny by investigators since the beginning of the investigation.
According to court documents, 133 vehicles are registered to the Utica Township Volunteer Fire Department and New Chapel EMS. A review of those vehicles showed several were "inconsistent" with a not-for-profit fire department and EMS business.
Jamey is accused of orchestrating a vehicle trading and selling scheme where he traded in several cars registered to the UTVFA for vehicles he then registered to himself for personal use. In some cases, he allegedly sold them and pocketed the money.
Court documents released in early March indicated 26 containers of military surplus equipment belonging to the Clark County Sheriff's Office were found on a property in Deputy, Indiana. Hearon alleged Noel sold multiple items belonging to the sheriff's office and sold them for personal gain.
The investigation has also focused recently on Kenneth Hughbanks, a friend and associate of Jamey's. Hearon said Hughbanks failed to report over $200,000 in income on his taxes. He has not been charged.
