IMPD releases edited bodycam video of police fatally shooting 26-year-old suspect in northwest Indy shooting

The incident happened around 12:20 p.m. May 15 in the 6300 block of Watercrest Way, near West 71st Street and Zionsville Road.

INDIANAPOLIS — The Indianapolis Metropolitan Police Department has released edited bodycam video of a May 15 officer-involved shooting that killed 26-year-old Kelvin Andrew Chandler.

Around 11:45 a.m. that day, officers responded to a report of a person shot in the 6300 block of Watercrest Way, near West 71st Street and Zionsville Road.

Officers arrived and found a man who had been shot, but he was reported to be awake and breathing. 

While at the scene, officers learned an adult male suspect was still in the area. A short time later, officers said they saw the suspect, later identified as Chandler, with a gun running through the neighborhood.

In the video released by IMPD, the footage begins with a body-worn camera of an unidentified officer arriving on the scene. The officer then radios that he has located the suspect and that the suspect is armed with a gun. 

The video then cuts to 30 minutes later, showing the moment the shooting began from the perspective of the unidentified officer. The video later cuts again to the perspective of Officer Joshua Frees.

Frees' body-worn camera shows him seeing Chandler and running after him. Frees can be heard yelling "stop, stop stop" just before gunfire is exchanged. Frees drops to the ground and continues firing shots. He radios "shots fired, shots fired" and indicates the suspect is behind the house. 

After showing the shooting from the perspective of Frees, it is shown once again, but the video is frozen to describe what Frees saw.

After showing Frees' bodycam footage, the video cuts to a different unidentified officer throwing a flashbang to see whether or not Chandler was responsive. Once officers confirm Chandler is unresponsive, they approach his body armed with ballistic shields. 

The video's narration claims police recovered the gun in the grass near a home and rendered Chandler medical aid, but that is not shown in the video.

Police said Chandler was taken to Eskenazi Hospital in critical condition and later died from his injuries.

IMPD says the incident is still being investigated by the department's critical incident response team and that a separate, independent investigation will be conducted by internal affairs. 

The Marion County Prosecutor's Office is being consulted throughout the investigative process. 

The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person.
