IMPD: Exchange of gunfire with police leads to suspect's death on Indy's near east side

The shooting happened in the area of Rural Street and Brookside Parkway North Drive around 5:30 p.m. Thursday.

INDIANAPOLIS — Police are investigating a shooting on the near east side of Indianapolis that involved police officers, leaving a wanted suspect dead Thursday evening.

The shooting happened in the area of Rural Street and Brookside Parkway North Drive shortly before 5:30 p.m. Jan. 25.

According to IMPD, officers were attempting to take a 48-year-old male wanted on a warrant for multiple felonies into custody during a traffic stop. During the stop, police say the man got out of a vehicle with a handgun and exchanged gunfire with three IMPD officers, police said. 

No officers were injured in the shooting, police said. The suspect was taken to the hospital in critical condition, where he later died from his injuries.

Friday morning, the Marion County Coroner's Office identified the deceased as Raphael Nafees Dekemper.

Acting IMPD Chief Chris Bailey said the man was being investigated as part of an incident earlier this month where he allegedly fired shots at people in the area of 16th Street and Arlington Avenue. He was wanted for felony charges including possession of a firearm by a serious violent felon, criminal recklessness, pointing a firearm and invasion of privacy.  

The female driver of the vehicle involved in the traffic stop was taken into custody without incident, Bailey said. 

Investigators found a handgun at the scene of the shooting. A photo shared by IMPD showed apparent bullet holes in the hood of an IMPD patrol car.

Cameras worn by the officers involved in the shooting were activated, IMPD said. The officers have been placed on administrative leave, pending the outcome of the investigation, per department policy, Bailey said. 

IMPD Internal Affairs will conduct a separate investigation into the shooting, and a civilian-majority Use of Force Review Board will hold a mandatory hearing after the criminal process concludes.

Brookside Parkway North Drive was closed while police investigated the scene.
