INDIANAPOLIS — Multiple investigations are underway after a suspect was killed in a police shooting on Indianapolis' west side Sunday evening.
Shortly before 7:30 p.m. March 31, IMPD officers responded to a report of a person firing shots in the air in the 3300 block of Georgetown Road, near West 34th Street. Witnesses gave officers a description of the man and the car he was driving, police said, and officers attempted to stop the suspect before a "brief pursuit."
That chase ended roughly a half-mile away in the 3200 block of Winton Avenue. The man came to a stop outside a home and exited the car.
IMPD Chief Christopher Bailey said video showed the man stand in front of a home while holding a gun to his head. A sergeant began communicating with the man in an attempt to deescalate the situation, police said.
After roughly an hour, the man left the porch of the home and began walking south. SWAT officers then used "less lethal launchers." IMPD said the man then fired shots and three officers returned fire, striking the man.
The man was taken to Eskenazi Hospital, where he later died. No officers or others involved were injured.
IMPD shared a picture of a gun it said was located at the scene.
The officers who fired their guns were wearing active body cameras, the department said, and a drone was in the air recording at the time of the shooting. Those officers have been placed on administrative leave, which is standard procedure.
The Marion County Coroner's Office identified the victim as 31-year-old Luis Duran-Ruano and is working to determine the exact manner and cause of his death.
On Friday, April 5, IMPD identified the three officers who fired weapons as Officer Maverick Bowen, Officer Dustin Bland and Officer Vincent Marshall.
The IMPD Critical Incident Response Team responded to begin the the criminal investigation. A separate IMPD Internal Affairs investigation will also take place.
The civilian-majority Use of Force Review Board will also conduct a mandatory hearing after the criminal process is over.
"This latest incident, taking place on Easter, is unfortunate," Bailey said. "Another family is left mourning, officers are left dealing with having to use deadly force, when no officer leaves their house wanting to do that. This northwest side neighborhood is dealing with the trauma of having this occur where they live, where their children play."
So far this year, IMPD officers have shot three people. That's about the same as last year. In total, IMPD was involved in 18 shootings in 2023. More than half of those were deadly.
Last year, IMPD's top brass vowed to bring in an expert to independently review officer-involved shootings. On Monday, 13News learned one has been selected but a contract still needs to be finalized.
