IMPD officer fatally shoots 26-year-old suspect in northwest Indy shooting

The incident happened around 12:20 p.m. Wednesday in the 6300 block of Watercrest Way, near West 71st Street and Zionsville Road.

INDIANAPOLIS — IMPD is investigating a deadly officer-involved shooting that happened Wednesday afternoon on the city's northwest side and left a suspect dead.

Around 11:45 a.m., officers responded to a report of a person shot in the 6300 block of Watercrest Way, near West 71st Street and Zionsville Road, around 12:20 p.m. May 15.

Officers arrived and found a man who had been shot, who was said to be "awake and talking." Police said his condition is stable.

While at the scene, officers in the area learned an adult male suspect was still in the area. A short time later, officers said they saw the suspect with a gun and running through the neighborhood.

Police said one officer – who was in full police uniform and got out of a fully-marked police car – told the suspect to "stop, stop, stop." 

IMPD Chief Chris Bailey claims it appears the suspect fired first and there was an exchange of gunfire, with the suspect being hit at least once.

No officers were injured in the incident, IMPD said.

The suspect was taken to Eskenazi Hospital in critical condition and later died.

On May 16, the Marion County Coroner's Office identified the man as 26-year-old Kelvin Andrew Chandler.

“Our officers are doing their job and trying to take that person into custody. We prefer that people do the right thing and put the gun down and surrender so that we don’t have to have these kinds of things happen,” Bailey said.

The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation.

A separate administrative investigation is being conducted by IMPD Internal Affairs. The officer who fired his gun, identified May 22 as nine-year Officer Joshua Frees, has been placed on administrative leave, which is standard procedure in an officer-involved shooting investigation.

The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person.
