INDIANAPOLIS (WTHR) - Arson investigators from the Indianapolis Fire Department confirm a house fire in Flora where four little girls died was intentionally set.
The ruling follows a six-week peer review.
13 Investigates first uncovered questions about evidence in the case that prompted the review.
Indiana State Police said the findings allow Indiana State Police to continue it's arson investigation to find out who set the fire that killed sisters Keyana Davis, 11; Keyara Phillips, 9; Kerriele McDonald, 7; and Kionnie Welch, 5.

13 Investigates first uncovered questions about several accelerants reportedly found at the scene. A Michigan arson investigator hired by the homeowner's insurance company blasted former Deputy State Fire Marshal Dennis Randle. The investigator said Randle's findings were not based on evidence and that he failed to follow proper investigative protocols.
ISP was in the dark about the scathing emails until 13 Investigates revealed them to Superintendent Doug Carter.
A week later, Randle resigned.
Then in December, state police asked IFD to conduct a peer review. As part of that review, IFD reviewed witness testimony and two reports on the cause and origin of the fire. One of the reports was submitted by Randle, the other by Mike Vergon, who is an arson investigator hired by the girls' family.
According to state police, both reports conclude the fire was intentionally set.
The IFD review is now part of the case. Anyone with suspect information is asked to contact Indiana State Police at 1-800-382-4628. A reward of up to $9,000 is being offered.
